Artificial intelligence is both the result of a long process of intellectual and technological development and a transformation that has spread with remarkable speed. The latest wave of AI is only a few years old, yet it has already entered households, boardrooms, classrooms and virtually every major economic sector. Discussions should therefore consider not only how AI will reshape industries and societies, but also how industries, institutions and social environments will shape the future development of AI. AI systems are extremely resource-intensive: they consume enormous quantities of energy and are also highly dependent on water. Their development must therefore be addressed as an issue of environmental governance and public policy. AI is also redefining how financial value is created and allocated, while governance experimentation is expanding from cities and national jurisdictions to the international level. The central challenge is that preparedness remains highly uneven. Some countries and communities are ready to participate in the intelligent transformation, while many others are not. As in The Wandering Earth, where the whole community comes together to move the planet towards a shared future, the international community must help every society move towards an intelligent future. No country or community should be left behind.
