The Center for Global AI Innovative Governance (CGAIG) was officially launched on July 26, 2025, at the opening ceremony of the World Artificial Intelligence Conference. It was established at Fudan University with strong support from Shanghai municipal government, and serves as an international platform dedicated to research, dialogue, and collaboration on global AI innovative governance. Leveraging Fudan University's strengths in interdisciplinary research and international cooperation networks, CGAIG brings together scholars, policymakers, and industry experts from around the world to advance research and policy innovation in AI governance.
The center follows the guiding principle of “rooted in Chinese practices while engaging global wisdom, strengthening capacity building, and promoting collaborative governance”. Based on China's AI development and governance experience, it works with partners worldwide, including those in the Global South, to provide policy dialogue, research outputs, and capacity-building initiatives. Through these efforts, the Center aims to help narrow the global AI capacity gap and promote inclusive and responsible AI development.
The Center's Secretariat is located at the Fudan Development Institute. CGAIG promotes talent development, youth exchanges, professional training, AI for Science (AI4S), and research translation through organizing international forums, thematic seminars, and joint research programs. The Center seeks to build a collaborative platform linking Shanghai with the global community, facilitating dialogue among academia, industry, and policymakers. Through these activities, CGAIG contributes to the development of governance frameworks, standards, and policy guidelines for AI.
CGAIG is dedicated to promoting in-depth cooperation between developed and developing countries, as well as between the public and private sectors. By fostering dialogue among diverse stakeholders, the Center seeks to ensure that AI development not only advances technological capability but also aligns with ethical principles, serves broader societal interests, and contributes to the achievement of the United Nations Sustainable Development Goals. In doing so, CGAIG aims to support the responsible and inclusive governance of AI worldwide.
