On September 7, 2026, Liu Bin, Assistant Minister of Foreign Affairs, attended and addressed the opening ceremony of the Fourth Workshop on AI Capacity Building at Peking University.
Liu Bin stated that the potential of artificial intelligence does not automatically translate into shared development benefits. It may also entrench or even exacerbate inequality, making the rich richer and keeping the powerful dominant. If a handful of countries and companies are allowed to monopolize AI resources, if the global digital divide and the gap between rich and poor are allowed to widen further, and if the “law of the jungle” is allowed to govern AI—a frontier technology that will shape the world’s future—conflict and turmoil around the world will intensify, and peace and tranquility will become even more elusive.
Liu Bin stressed that the key to capacity building is not simply the one-way provision of assistance. Greater emphasis should be placed on helping developing countries acquire the foundational capabilities needed for self-sustaining development, enabling AI to be applied in real-world settings, solve practical problems, and generate lasting value. Capacity building is a systematic undertaking. It must be grounded in reality and tailored to local conditions, with each country identifying a development course and a capacity-building pathway suited to its national circumstances and practical needs. Capacity building also goes beyond development alone: countries must strengthen their governance capabilities in tandem to ensure the sound and orderly development of AI.
Representatives from more than 30 countries are participating in the workshop, which will feature a week of discussions, study visits and exchanges in Beijing.
