China unveils AI security governance framework 3.0

On September 14, the National Technical Committee 260 on Cybersecurity of China (TC260) released the Artificial Intelligence Security Governance Framework 3.0 (hereinafter referred to as the “Framework 3.0”) at the opening ceremony of the 2026 China Cybersecurity Week.

To implement the Global AI Governance Initiative, TC260 released the Artificial Intelligence Security Governance Framework 1.0 and the Artificial Intelligence Security Governance Framework 2.0 in 2024 and 2025 respectively, which attracted widespread attention from all sectors. In response to new trends in AI development and new challenges in security governance, under the guidance of the Cyberspace Administration of China, TC260 organized professional institutions, research institutes and industry enterprises, including the Chinese Academy of Cyberspace Studies and the Data and Technical Support Center of the Cyberspace Administration of China, to research and compile the Framework 3.0.

Upholding a people-centered approach and the principle of developing AI for the positive and for good, the Framework adheres to and implements the guiding principles of strengthening risk awareness as well as ensuring safety, security and controllability. It maintains the core logic of “risk classification, technological countermeasures, and comprehensive governance” , updates risk categories in a manner that keeps pace with the times, and adjusts and optimizes technological countermeasures and comprehensive governance measures, aiming to further promote consensus on AI security governance and the ability to prevent and respond to risks, and ensure that AI technology benefits humanity.
