02 About the book:
Cross-border data flows have become a key arena of international political and economic competition in the digital age. Focusing on strategic competition between China and the United States, this book examines how cross-border data flows have evolved from a technical and economic issue into a matter of national security, institutional competition, and global governance.
Drawing on a systematic review of data governance policies in China, the United States, the European Union, South Korea, Russia, India, and other major jurisdictions, the book compares the institutional principles, regulatory instruments, and strategic motivations underpinning different governance models. It maps the multipolar and fragmented landscape of global data governance, revealing the power dynamics and institutional differences underlying competition over data rules.
The book offers a valuable resource for researchers and policy practitioners in international relations, digital governance, cybersecurity, and international law, as well as readers interested in the evolving global digital order.
