Li Yan丨Improving the Governance of Artificial Intelligence Safety

08 15, 2026

Abstract: As a strategic technology leading a new round of scientific and technological revolution and industrial transformation, artificial intelligence profoundly affects the boundaries and meaning of security, its operating logic, and approaches to governance. Security risks driven by artificial intelligence exhibit new characteristics, including pervasive penetration across domains, cross-sectoral interconnections, and autonomous evolution, and create new problems involving escalating risks, risks that are difficult to control, and uncontrollable risks. To address these new challenges, it is necessary to proactively adapt to the patterns of technological development and risk evolution in the intelligent era, promote a systematic transformation of security thinking, explore new strategies for artificial intelligence safety governance through advances in understanding, improvements in capabilities, and the restructuring of ecosystems, and improve the governance of artificial intelligence safety.
