On the afternoon of November 11, 2025, Mr. Zhao Houlin, former Secretary-General of the International Telecommunication Union (ITU) and Honorary Chairman of the China Institute of Communications, was invited to visit the Center for Global AI Innovative Governance (hereinafter referred to as “the Center”). Professor Chen Zhimin, Vice President of Fudan University and Executive Director of the Center; Professor Wang Guoyu, Vice Chair of the Center’s International Strategic Expert Committee and Dean of the Institute for Science, Technology and Humanity at Fudan University; Professor Gao Yue, Dean of the Institute for Space Internet and Director of the Research Center for Intelligent Network and Computing at Fudan University; Professor Cai Cuihong, Deputy Director of the Center and Professor at the Institute of International Studies at Fudan University; Yao Xu, Secretary-General of the Center; Xin Yanyan, Deputy Secretary-General; and other researchers participated in the symposium.

Professor Chen Zhimin welcomed Mr. Zhao Houlin’s visit to inspect the Center’s development and introduced Fudan University’s strategic layout and latest progress in the field of artificial intelligence. He highlighted the goals and vision behind the Center’s establishment, as well as its distinctive practices in international innovation networks and the synergy between government, industry, academia, and research.
Mr. Zhao Houlin systematically reviewed the history and practice of the ITU’s involvement in global AI governance, emphasizing the necessity and feasible paths for multi-stakeholder collaboration in AI governance within the United Nations framework.
Professor Chen Zhimin further introduced the Center’s upcoming work plans. Both sides agreed that within the UN governance system, global AI governance should further strengthen the coordination and alignment of relevant agendas, pay full attention to the developmental needs of the Global South, and jointly build a responsible, resilient, fair, and just global AI governance system.
In addition, the Center’s research team conducted in-depth exchanges with Mr. Zhao Houlin on key issues such as technological ethics and international regional cooperation.
