Abstract: At present, the global governance of artificial intelligence is facing structural challenges such as the fragmentation of governance mechanisms, the widening North-South gap in technological capabilities, the imbalance of discourse power, and insufficient coordination among multiple stakeholders. Promoting the benevolent application of AI and making it a public good rather than a tool for geopolitical competition has become a crucial issue in global governance. China has proposed a governance framework guided by the value of global good governance, which emphasizes a people-centered ethical foundation, an inclusive orientation of equal right to development, a principle of co-governance through multilateral consultation, and an action plan integrating strategy with practice. To advance the global good governance of AI, it is necessary to construct an action path from four dimensions: capacity building, institutional initiative, standard guidance and collaborative governance, so as to promote the establishment of a new paradigm for the global good governance of AI that takes risk controllability as the premise, common benefit as the orientation and collaboration as its feature.
