Global Artificial Intelligence Safety Governance:Transformative Pathways for the Global South

Abstract:Global AI safety governance is advancing on multiple tracks simultaneously. Competition among developed countries for dominance in shaping safety and development agendas has heightened the risk of fragmented regulations, while countries of the Global South, with China as a prominent example, are promoting governance transformation through regulatory construction, platform establishment, and international cooperation. Although the Global South faces urgent needs for AI safety governance and has undertaken multi‑level capacity‑building initiatives, it still faces a range of interrelated challenges, including weak governance capacity, marginalization in institutional discourse, reliance on foreign technologies, inadequate infrastructure, and talent shortages. Looking ahead, global AI safety governance should further pursue, within the United Nations framework, the establishment of a new paradigm for AI safety governance that balances safety and development, strengthen systematic capacity building tailored to the Global South, and ensure that the global governance architecture evolves toward greater fairness and equity.
