In October 2025, the Center for Security and Emerging Technology (CSET) at Georgetown University released a strategic report titled U.S. AI Statecraft: From Gulf Deals to an International Framework. The report not only details a series of multibillion-dollar AI infrastructure agreements in Saudi Arabia and the United Arab Emirates, but also sets out, in a systematic way, an emerging U.S. approach to “AI statecraft.” This policy shift suggests that U.S. technology competition with China is moving from the Biden-era “small yard, high fence” model of targeted defense toward a more outward-facing strategy under the new Trump administration, characterized by full-stack exports, capital-for-alignment arrangements, and the extraterritorial application of U.S. jurisdiction.
