United Nations Launches Global Dialogue on AI Governance: Framework, Context, and Initial Response

New York, 25 September (local time) — The United Nations has formally launched the Global Dialogue on AI Governance, marking a significant step toward positioning the UN as a central platform for guiding global governance of artificial intelligence.

At a high-level meeting, UN Secretary-General António Guterres announced that the initiative will bring together governance experience and recommendations from governments, technology companies, academia, and civil society organizations worldwide, with the aim of informing the direction of AI regulation and development. Representatives from multiple Member States and institutions outlined both expectations and concerns regarding AI, citing potential benefits such as advancing healthcare, improving agricultural productivity, and accelerating education, alongside risks including large-scale surveillance, the spread of misinformation, rising energy consumption, and widening inequality.

The UN also plans to establish a 40-member Independent International Scientific Panel on AI composed of leading global experts. Using an approach similar to the UN’s work in the fields of climate change and nuclear policy, the panel will conduct independent assessments of AI opportunities, risks, and impacts, serve as a global early-warning mechanism, and provide an evidence base for future international dialogue and policymaking.
