Leading Inclusive and Benevolent Global Governance of Artificial Intelligence: China's Role

Chen Zhimin is a Professor at the School of International Relations and Public Affairs (SIRPA) and the Executive Director of the Global AI Innovation and Governance Center at Fudan University.

In today's world, profound changes unseen in a century are accelerating. The structure of international power dynamics is undergoing significant shifts, while deficits in peace, development, security, governance, and trust are increasingly widening. Global governance faces severe challenges. In the Trump 2.0 era, the United States, by pursuing unilateralism, protectionism, and hegemonism, vigorously promoting decoupling and severance of supply chains, and engaging in withdrawal diplomacy, has severely undermined the basic principles of international relations. This has not only severely impacted the foundations of the existing global governance system but has also shaken the very basis of the current international order. At this critical juncture for the international system, the times call for new concepts, institutions, and solutions for global governance. History demands that major countries take pragmatic actions and bravely shoulder their responsibilities. On September 1, 2025, president Xi proposed a global governance initiative at the Shanghai Cooperation Organization (SCO)+ meeting. This initiative powerfully responded to the common concerns of the international community and contributed new Chinese wisdom to the reform of the global governance system. How should we understand the contemporary significance of the global governance initiative? How should we comprehend and articulate the global value and worldwide significance of the China Path, Chinese Governance, and Chinese Wisdom in the new era? This journal has invited seven scholars with long-standing expertise in the field of global governance to conduct in-depth analyses from various perspectives on the theme of The Global Governance Initiative and Major-Country Diplomacy with Chinese Characteristics. We aim to promote continuous academic research on topics such as the historical background, contemporary significance, and implementation measures of the global governance initiative, thereby contributing to new achievements in major-country diplomacy with Chinese characteristics in the new era.

Among them, Professor Chen Zhimin, from Fudan University's School of International Relations and Public Affairs and Executive Director of the Global AI Innovation and Governance Center, contributed an article titled Leading an Inclusive and Beneficial Global AI Governance: China's Role. In this piece, he elaborates on three key aspects: looking toward the future by leading the agenda-setting of global AI governance; promoting extensive consultation and joint contribution in building global AI governance mechanisms; and adhering to a human-centric approach to foster the inclusive and beneficial development of AI. This analysis provides an important reference for better understanding China's role in global AI governance.
