Release Conference for the China Think Tank Report (2025)

On April 15, the “Release Conference for the China Think Tank Report (2025) and Symposium on Building High-Level Science and Technology Think Tanks in China” was held at the Shanghai Academy of Social Sciences. During the event, the China Think Tank Report (2025): Scientific and Technological Self-Reliance and the Development of High-Level Science and Technology Think Tanks in China was officially released.

Yu Yang, Director of the Office of the Center for Global AI Innovative Governance (CGAIG) and Fudan Development Institute (FDDI), shared insights on the mission of university-based science and technology think tanks in the new era and introduced Fudan’s practical experience. She noted that the development of China’s science and technology think tanks has undergone two major phases. Beginning in 2018, intensified technological competition accelerated the sector’s development, with a focus on information analysis and strategic planning services. Over the past two to three years, the sector has entered a stage of high-quality development, requiring responses to the dual challenges of technological revolution and major-power competition. This new phase calls for cultivating high-level think tank talent with interdisciplinary expertise, broad perspectives, and stronger international discourse capacity.


She emphasized that university-based science and technology think tanks should remain aligned with national strategic priorities, help address key bottlenecks in innovation, support China’s pursuit of high-level scientific and technological self-reliance and strength, and continue contributing to national and regional development.
