Indonesia is one of the world’s largest internet user markets. However, Indonesia still lags significantly behind major powers in infrastructure development such as data centers and in AI talent cultivation, remaining in a transitional stage from a pure user nation to an industrial participant. There is no universal template for AI governance; the regulatory approaches of China, the United States, the EU, and Singapore each differ, and Indonesia should formulate policies grounded in its own national conditions rather than simply replicating frameworks such as the EU’s. Indonesia currently lacks legally binding AI regulations. It is recommended that Indonesia draw on China’s “AI Plus” strategy to promote the integration of AI with key industries such as agriculture, healthcare, and education, while strengthening supporting measures in university curricula and talent policies. In the future, Global North countries should further enhance cooperation with Global South countries in data sharing and infrastructure support.
