China Steps Up Preparations for World Artificial Intelligence Cooperation Organization

According to Xinhua News Agency, China is stepping up preparations for the establishment of the World Artificial Intelligence Cooperation Organization (WAICO). China welcomes all parties to join the initiative and work together to promote AI for good and for all.

On November 1, 2025, Chinese President Xi Jinping attended Session II of the 32nd APEC Economic Leaders’ Meeting in Gyeongju, the Republic of Korea, where he proposed the establishment of the World Artificial Intelligence Cooperation Organization. He expressed the hope that the organization would provide the international community with public goods on AI through cooperation on development strategies, governance rules and technological standards. President Xi also emphasized that, bearing in mind the well-being of all humanity, all parties should promote the sound and orderly development of artificial intelligence while ensuring that it is beneficial, safe and fair. This marked the first time that China's top leader formally put forward this major initiative at a multilateral leaders' summit, drawing broad attention and a positive response from the international community.

Earlier, Chinese Premier Li Qiang attended the 2025 World AI Conference and High-Level Meeting on Global AI Governance (WAIC 2025), held in Shanghai on July 26, 2025, and delivered remarks at the opening ceremony. On behalf of the Chinese government, Premier Li formally announced China’s proposal to establish the World Artificial Intelligence Cooperation Organization, with preliminary consideration given to locating its headquarters in Shanghai. During the conference, major outcome documents including the Global AI Governance Action Plan were released. More than 1,500 leading figures from 73 countries and regions attended the event. United Nations Under-Secretary-General Amandeep Singh Gill, New Development Bank President Dilma Rousseff, and ministerial-level officials from over 30 countries participated in and addressed relevant activities. Participants spoke highly of the initiative and expressed strong expectations for WAICO to be established and put into operation at an early date.

China is taking steady and concrete steps to advance global AI governance from vision to practice and from initiative to action. This July, WAIC 2026 will open in Shanghai, and preparations for WAICO will continue to move forward. The organization is expected to inject stronger momentum into global AI governance, contribute to the building of a more just and equitable global governance system, and help ensure that artificial intelligence truly becomes an international public good that benefits all humanity.
