On June 15, 2026, Shen Jian, China’s Ambassador for Disarmament Affairs, addressed the United Nations Informal Exchanges on Artificial Intelligence in the Military Domain and Its Implications for International Peace and Security, where he outlined China’s position and proposals on the global governance of military AI.
Shen said that the application of AI in the military domain has become an irreversible trend in global military transformation. The responsible military use of AI has important implications for the common security of humanity. In this context, the Global Governance Initiative put forward by Chinese President Xi Jinping provides pertinent guidance for governing emerging technologies including AI.
Shen stressed that China prioritizes risk prevention and security governance concerning the military application of AIand called for the United Nations to play an appropriate role in this area.China called on the international community to pursue peace and justice, exercise prudence and responsibility, uphold humanitarian principles, and promote multilateral consultations.All relevant weapon systems should remain under human control at all times. Efforts should also be made to build an inclusive and consensus-based governance framework with universal participation, thereby contributing to improved global governance of military AI.
