迭戈·费尔南多·维加·塞瓦略斯(Diego Fernando Vega Cevallos),现任厄瓜多尔拉丁美洲社会科学学院亚太研究项目协调员。他拥有对外经济贸易大学国际发展博士学位,以及上海大学经济与国际贸易硕士学位。其职业经历包括曾任厄瓜多尔驻沪首席商务领事,并曾为联合国世界粮食计划署(WFP)和联合国粮食及农业组织(FAO)等国际组织提供技术支持。
他的研究兴趣主要聚焦于全球南方三方合作中的数字治理与人工智能。重点探讨算法系统如何降低厄瓜多尔农业管理领域所面临的高交易成本与制度不稳定性,这也是其博士研究的重要内容。在全球人工智能创新治理中心和复旦发展研究院访问期间,他的研究旨在构建智能治理框架,以实现项目审批自动化、提升资金流向可追溯性,并在人员频繁流动的情况下增强机构技术知识的延续与积累。

Diego Fernando Vega Cevallos is the Coordinator of the Specialization Program in Asia-Pacific Studies at the Latin American Faculty of Social Sciences (FLACSO) in Ecuador. He holds a PhD in International Development from Beijing University of International Business and Economics (UIBE) and a Master's degree in Economics and International Trade from Shanghai University. His professional experience includes serving as Ecuador's Chief Commercial Consul in Shanghai and providing technical support to organizations such as the World Food Programme (WFP) and the Food and Agriculture Organization of the United Nations (FAO).
His research interests center on digital governance and artificial intelligence in triangular cooperation within the Global South. He examines how algorithmic systems can lower the high transaction costs and institutional instability highlighted in his doctoral research on agricultural management in Ecuador. During his time at the Center for Global Al Innovative Governance (CGAlG) and Fudan Development Institute (FDDI), his work aims to develop smart governance frameworks that automate project approval, enhance fund traceability, and strengthen institutional technical memory amid staff turnover.
Diego Fernando Vega Cevallos will be a visiting scholar at CGAlG and FDDI from May 11, 2026 to June 9, 2026.
